Insikter i cannabisanvändning bland ungdomar : en undersökning av vårdpersonalens och polisens uppfattningar om cannabisbrukets volym bland ungdomar i södra Finland.

Tiivistelmä
Den positiva attityden till cannabis bland ungdomar ökar i Finland hela tiden, och dessutom anser en del ungdomar att sidoeffekterna av cannabis inte är så farliga som man tidigare ansett.
I den här undersökningen har jag tagit reda på skolhälsovårdarens, missbrukarterapeutens och polisens uppfattning om ungdomars attityder till och kunskap om cannabis, genom kvalitativa personliga intervjuer. Jag har även tagit reda på uppfattningar om den ökade användningen av cannabis, som personer från olika myndigheter har. Institutet för hälsa och välfärd har i många år gjort undersökningar i skolor där man tar reda på ungdomars rusmedelsanvändning. Resultaten från dess undersökningar har jag använt i min undersökning får att få en valid bild av ungdomars attityder till cannabis.
I undersökningen framkommer information om cannabis och straffen för de olika narkotikabrotten samt vilka åtgärder som vidtas om en ung persona blir misstänkt för straffbart bruk av narkotika.
Resultatet från den här undersökningen visar att användningen av cannabis är mer vanligt än tidigare. Orsaken till detta har jag inte noggrannare undersökt. I undersökningen reflekterar jag över hur mycket ungdomar känner till om cannabis och dess risker med användning av cannabis samt att bristande kunskap om cannabis eventuellt påverkar den ökade användningen av cannabis. Utgående från denna undersökning tyder det på att ungdomar inte anser cannabis vara en drog utan ett rusmedel bland andra rusmedel. Slutligen framkommer i intervjuerna att försäljaren av cannabis inte behöver marknadsföra sig utan ungdomarna känner till varifrån man får tag på cannabis.
Undersökningen innehåller också en diskussion om förslag till förebyggande arbete för att minska på ungdomars användning av cannabis, vad en eventuell legalisering av cannabis kan medföra för samhället och möjligheter med ökat samarbete mellan myndigheterna. The use of cannabis among adolescents has increased rapidly in recent times. Accordingly, especially young people’s attitudes toward cannabis have become increasingly more positive. Young people tend to believe that the side effects of cannabis are not as dangerous as stated.
In this thesis, I explore young people’s attitudes toward cannabis. The study is carried out through qualitative semi-structured interviews with three professionals, who work with young people on a daily basis. These professionals include a school nurse, a drug rehabilitation worker, and a police officer. In addition to this, I have used data gathered by the National Institute for Health in Finland in order to create a valid view on young people’s attitudes toward cannabis.
The thesis contains information about cannabis in general. I have presented the scales of penalty for crimes against the drug act. I have also presented the procedure in police investigation when young people are suspected for crimes against the drug act.
The results from this study show that the use of cannabis is currently more common than before. However, the reasons for why this is the case remains outside the scope of this thesis. The study reflects upon how much adolescents actually know about cannabis and the risks with it, and the possibility that the lack of knowledge may affect the increased use of cannabis. From these studies, it seems that adolescents do not consider cannabis as a drug, but rather as an intoxicant among alcohol and tobacco. According to the interviews, the drug dealers do not have to spread the word of their business, because the buyers find the dealers.
The thesis is concluded with a discussion on the problems and the future related to cannabis use. I discuss steps that could be taken to prevent the rise in cannabis use among adolescents, the impact of legislation on cannabis use, and the possibilities with improved cooperation among authorities.
